Emma Bundy, 24, climbed over safety railings on a pedestrian overbridge on the A379 near Sandy Park in Exeter, Devon, at the end of January 2025.
Miss Bundy had earlier attended a black tie work event with her colleagues at Sandy Park conference centre in Exeter, when she became distressed by a comment a colleague had said to her.
The assistant site manager had consumed two bottles of white wine and argued about the incident with her boyfriend, before running off towards the bridge while he returned to their hotel, The Sun reports .
Bystander George Harris was waiting to pick up his daughter, who was working at the event, when he saw Miss Bundy leave in distress, Exeter Coroner's Court heard.
He then heard the young woman crying and described how he saw her "hanging by her hands with her legs off the side" of the nearby pedestrian bridge.
Mr Harris called 999 and grabbed Miss Bundy's wrists and urged her to hang on, estimating he clung to her for two or three minutes.
He tried to reassure the young woman but said she "was not making any sense".
Tragically, Miss Bundy fell onto the dual carriageway and died of head and chest injuries.
Her brother Shane described Miss Bundy as "beautiful, kind and popular".
He said she was in a happy relationship with her boyfriend Mr Fleming, and the couple had moved in together in Barnstaple, Devon, around seven months previously.
Although Miss Bundy was typically a tomboy on site wearing a hard hat and hi-vis during the day, a colleague said she looked "incredible and hard to miss" as she donned a red dress for the delayed Christmas event on January 31, 2025.
Just before midnight, she was spotted weeping in the toilet and spoke of someone who "could be so mean" after having a conversation with a man at the party.

Her boyfriend she said "could not cope with alcohol" and she had ended up swinging her handbag at his chin as they argued at the end of the night.
Mr Fleming went back to their hotel room, only to be later informed by police what had happened.
He said Miss Bundy was "beautiful, kind-hearted and would move mountains for anyone", adding that he loved her.
Police stated that her death followed a domestic argument and there were no suspicious circumstances.
Toxicology tests showed she was two and a half times the legal drink drive limit when she died.
Senior coroner for Devon, Philip Spinney, gave a conclusion of accidental death.
He said: "She did not intentionally end her life.
She was trying to stop herself from falling.
It is unclear how she came to be on the wrong side of the safety barriers and was trying to stop herself falling.
"She was upset at something a work colleague had said earlier that evening."
He reiterated that Ms Bundy had drank a lot of alcohol and argued with her partner when drunk.
Mr Spinney added: "It is more likely than not she acted impulsively and did not intend to end her life, this was a tragic accident."
